People's Action for Development (PAD) was founded in 1985, in Madurai and Tirunelveli districts on prevention of child labour in beedi and match industries. In 2002, they moved to work with children and adolescents in the coastal communities of Ramanathapuram district. They run ChildLine services in Tuticorin and Ramanathapuram districts.

Jan Vikas Sansthan was formed in 1998 by Dalit youth as a response to the relentless discrimination, exploitation, injustice, and poverty that they faced.
