2. Context

The COVID-19 crisis that has hit the whole of humanity in recent weeks is unprecedented in terms of scale, speed of spread and impact. While the primary consequences are on people’s health and lives, the secondary effects are likely to be deep and wide-ranging, with severe disruption in livelihoods and jobs, along with its cascading social implications.

This document proposes the construction of a district COVID-19 pandemic response plan on two primary pivots of (a) Humanitarian response and (b) Healthcare response, with the common element across both being that they should especially factor in the challenges and needs of the vulnerable sections of the community, which are likely to be impacted the most. While the government has taken a number of effective measures to deal with the pandemic, the seriousness of the crisis calls for central and state governments, NGOs/Civil Society organisations, Philanthropies, Businesses and people across the country to come together as one community, to overcome the pandemic and mitigate its wide-ranging human impact.
